The City of Victoria is seeking a Network and Infrastructure Manager to lead the critical technology services behind one of Canada’s most progressive municipal organizations. As a key member of the IT Leadership Team, you’ll lead the skilled professionals responsible for keeping the City connected, resilient, and operational. The role spans enterprise infrastructure and data-centre architecture, server and back-office operations, enterprise networking, telecommunications, cloud services, and Service Desk operations, with a strong focus on customer service and close collaboration with other corporate support departments.
Success in this role requires more than management experience. We’re seeking a people-focused leader with deep, practical expertise in network and infrastructure environments who can confidently guide technical decision-making, support architectural direction, and help shape the City’s long-term technology strategy.
Working in a Microsoft environment, you will help shape the City’s evolving hybrid architecture by advancing Azure Local and expanding the adoption of Azure cloud services as the on-premises data-centre footprint continues to shrink through SaaS migrations. You will also lead several major modernization initiatives, including an upcoming Azure Local hardware refresh, relocation of the City’s data centre, and network modernization projects that will establish a new standard for provisioning. The work is varied, complex, and highly visible, offering opportunities to solve meaningful challenges.

POSITION SUMMARY:
Under the general direction of the Assistant Director, Information Technology, effectively manage the activities of the Network and Infrastructure Division which has responsibility for the City’s Network, Telecommunications, Server Infrastructure, Electronic Storage, and ServiceDesk This position also participates in the department’s leadership team to support strategic and operational planning and reporting.
MAJOR ACCOUNTABILITIES:
Establish short- and long-term architectures and technology strategic plans. Research best practices and industry standards; assess future technological architecture needs; develop business plans to advance technology to meet the ongoing organizational needs; investigates, analyzes and implements alternate delivery models; establish service level agreement with business units; coordinating the ongoing development and maintenance of infrastructure systems; providing technical advice and preparing reports and recommendations to senior management, Council and Standing Committees of Council.
Supervise and manage technical staff of the Network and Infrastructure Division including: establishing organizational structure for program delivery; selecting and training staff; managing employee conduct, performance and attendance; responding to grievances; overseeing safety program. Recommend and encourage professional development and training opportunities through programs, courses and conferences to keep staff abreast of technology changes and new innovations.
Foster a positive departmental culture of continuous improvement, service orientation and process-based methodologies.
Representing the Information Technology Division, build strong working relationships through collaboration with City departments, other organizations, government agencies and the public including: responding to and advising department managers and Assistant Directors on technological matters; liaising with other municipalities on best practices and developments; responding to requests and complaints from the public.
Develop policies and controls for disaster recovery and business continuity of IT technology. Project manage technical components of IT projects. Manage external vendors and contractors; review and recommend options for IT network upgrades; review and revise IT contract services and fees; resolve policy effects of applications; participate in procurement of IT projects and infrastructure acquisitions. Resolve infrastructure problems; develop service level agreements; investigate and resolve underlying problems contributing to user issues.
Perform other related activities.
QUALIFICATIONS:
Bachelor’s degree in computer science or related field.
ITIL or equivalent foundation certification.
Completion of Advanced Level Project Management Institute courses.
3 - 5 years of progressively responsible supervisory experience in associated technical areas.
COMPETENCIES:
Have experience/knowledge in DevOps as defined as the union of people, process, and products to enable continuous delivery of value to our end users.
