The City of Victoria is seeking an Asset Management Specialist to support the implementation and continuous improvement of the City’s corporate asset management program. In this role, you’ll work closely with our Manager – Asset Management, GIS and Technical Services and cross departmental teams to apply asset management frameworks, maintain high quality asset data, and support lifecycle, risk, and performance analysis across municipal infrastructure.
You’ll play a hands on role in operating enterprise asset management systems, coordinating condition assessments, supporting risk and lifecycle planning, and providing training and technical guidance to staff. WORK FROM HOME
The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
FLEX
The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.
POSITION FUNCTION
Performs functions related to the planning, development and implementation of corporate infrastructure asset management.
KEY DUTIES
Lead stakeholders through the development and implementation of enterprise asset management processes such as policy, strategy, levels of service, risk management, investment prioritization, and lifecycle analysis. Maintain a corporate asset management framework and asset data management strategy.
Plan, coordinate, implement and operate the enterprise asset management systems, ensuring the data set and software remains current. Ensure a complete, accurate, and centralized asset inventory utilizing asset management software. Work with staff to compare and reconcile conflicts in information related to infrastructure assets.
Develop processes to track and maximize asset performance. Develop a framework for condition assessments of all critical assets and oversee compliance to defined schedules.
Assess risk when considering asset life cycle replacement and develop processes and standards around risk management. Work with operational sections to optimize asset lifecycles and minimize life cycle costs.
Provide formal and informal training to office and field staff at all levels for the use of the asset management systems; prepare training materials for use in training sessions and reference material for staff. Provide technical advice and prepare reports and recommendations for senior City managers and Council.

KEY SKILLS AND ABILITIES
Organize and prioritize work.
Expert understanding and application of the principles and methods of asset management.
Working level knowledge of current City word processing, spreadsheet and related specialty software.

Compose and present proposals, reports and policies.
Facilitate stakeholder and public consultation meetings and workshops.
Read and interpret technical information, policies and legislation.
Deal effectively with the public and outside agencies.

Listening and Communication (written, verbal)
Experience in local government organizations is preferred.
Knowledge and understanding of Canadian and international asset management standards and best practices with a focus on the municipal sector.
Experience working with diverse teams including engineers, technicians, operations and maintenance staff, planners, accountants, managers, and executives.
Experience in project management related to asset management.
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
University degree or technical school diploma in Business, Commerce, Economics, Engineering, Public Administration, or related field (3-4 years).
Experience:
6 years of related work experience, with a focus in municipal engineering, asset management and asset/maintenance management systems.
OTHER:
