POSITION FUNCTION
Administer a variety of City bylaws and supervise the enforcement of bylaws. Interpret City Bylaws when required to ensure the effectiveness of enforcement capabilities. Supervise staff in the Bylaw Services Department. Assist Manager of Bylaw Services with Departmental planning. Monitor all bylaw enforcement activities and intervene on enforcement actions when required. Prioritize bylaw officer work and manage staff deployment and scheduling to meet operational requirements.
KEY DUTIES
Administer and review bylaw enforcement processes. Assist in the development and amendment of bylaws in response to issues and complaints arising such as noise, property related offences, nuisance behaviour, right of way concerns, environmental preservation, homelessness, building, permit and zoning offences, and others.
Coordinate, assign, and review approximately 25 staff involved in bylaw enforcement; ensure schedules, procedures and established performance and safety standards are met; make recommendations on employee selection, promotion, discipline and development; provide employee training and input into employee performance appraisals. Monitor and review case loads for 25 Bylaw Officers to ensure investigative and professional standards are followed.
Respond to inquiries from the City’s Senior Leadership Team and Mayor and Council when Manager, Bylaw Services, is unavailable. Respond to inquiries from businesses, the public, other departments and the media regarding various municipal bylaws; interpret and explain applicable bylaws, statutes and regulations; investigate bylaw infractions as a result of complaints; liaise with various regional and provincial government departments and outside agencies to assist with related investigations.
Determine and implement appropriate enforcement procedures using established guidelines; perform the duties of a bylaw officer as required; gather, prepare and submit documentation and evidence to begin prosecution; prepare reports for Crown Counsel information and summonses; attend court and present evidence as required; prepare and present at payment hearings; compose reports and letters and memos and maintain detailed records; provide input and make recommendations to other City departments which administer bylaws such as Planning, Engineering and Parks, Recreation and Facilities.
Work with outside agencies such as Victoria Police Department, Legal Firms, BC Housing, advocacy groups, local businesses, neighbourhood associations, business interest groups, and others to provide guidance and information on City of Victoria bylaws and solutions to issues that the City and its residents and visitors face.
Undertake special projects, including re-designing documentation used in Enforcement activities and creating Bylaw Manual documentation processes and procedures.
Liaise with and direct the work of animal control bylaw officers; ensure compliance with City bylaws and safety standards; liaise with and provide information on bylaw amendments; respond to needs of additional enforcement staff.
Perform related duties where qualified.
INDEPENDENCE
Work is performed according to established guidelines and procedures and is reviewed through discussions with Manager.
Issues regarding enforcement policy which may lead to litigation are referred to Manager.
Work is mainly self-assigned, with regular tasks also assigned by the Manager, Bylaw Services. Independence over deployment and scheduling. Work within guidelines for responses but have control in determining the appropriate response when responding to complaints from the Public.
Staffing issues are often, but not always, referred to Manager. Enforcement planning and strategy are sometimes referred to Manager.

KEY SKILLS AND ABILITIES
Organize and prioritize own work and the work of the department.

Understand, interpret, and apply principles and methods related to enforcement of bylaws, statutes and regulations.
Effectively manage conflict and de-escalate adversarial situations.
Effectively supervise/lead teams in the daily administration of their duties
Working level operation of MS Office suite, including Word, Excel, Outlook, and specialty software.
Compose and present technical reports and evidence.
Maintain accurate records.
Supervise and direct section staff.
Establish and maintain effective working relationships.
Deal effectively with the public and outside agencies.
Work safely and coordinate a safety program.
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
Diploma in related field.
Levels 1 and 2 Bylaw Compliance, Enforcement and Investigative Skills Certificate (12 weeks) or equivalent training and experience.
Accredited courses in legal investigations, judicial proceedings, case file management and dispute resolution or regulatory / public administration or related discipline (1 year)
Use of Force Certification (yearly re-certification)
Current and valid Class 5 B.C. Driver’s License.
Experience:
5 years of related experience including supervisory experience
or an equivalent combination of education and experience.
OTHER:
