WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. 

 

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

 

POSITION FUNCTION

Planning and development of capital programs and project management of complex or cross-departmental initiatives. Perform capital program planning, project management and development of systems to monitor progress and create reports.

 

KEY DUTIES

  • Supervise, plan, coordinate, assign, and review the work of up to 6 FTE staff involved in planning for capital programs and major capital projects. Hold meetings and discussion sessions among staff groups to ensure effective work processes, project support and safety working practices. Monitor and continuously improve staff performance, professionalism, conduct and development.
  • Assist the Manager of Facility Development in the planning and development of annual capital programs. Monitor and report on program status including forecasting budgets and schedules; prepare briefings, reports, and other documents, for internal and external stakeholders, and City Officials.
  • Research and develop tools and processes to support modern program planning and development. Support the Manager in the development of the annual financial plan.
  • Provide project management services for complex or cross-departmental projects or initiatives. Plan, develop and implement projects.
  • Prepare and administer various procurement documents including RFP’s and tenders; arrange, coordinate, and oversee specialist resources.
  • Analyse and review design drawings, specifications, technical reports, and cost estimates and provide technical advice or make recommendations; review, verify, and approve capital expenditures on project deliverables; resolve disputes; maintain files and records.
  • Provide construction oversight and contract administration; provide technical advice to contractors and consultants on design submissions, changes, or on-site design modifications; conduct inspections to review progress and ensure design and specifications standards are met; monitor performance of consultants and contractors.
  • Engage and collaborate with internal departments and stakeholders, regulatory agencies, and other external stakeholders; and attend public events as required.
  • Represent the department in an advisory or liaison capacity; respond to enquiries from other departments or end users and provide input or technical advice.
  • Perform other related duties as required.

  • Work is reviewed through regular discussions, meetings, and reporting meetings with the Manager.
  • Work is performed according to approved capital budgets or is assigned by the Manager.

KEY SKILLS AND ABILITIES

  • Oversee and supervise section staff.
  • Self-organize and prioritize work.
  • Establish and maintain effective working relationships.
  • Understand and apply the principles, methods, and techniques of capital planning, interior, architectural, structural, mechanical, electrical, civil, and geotechnical design as well as project management, procurement, and construction management.
  • Read and interpret technical reports, building codes, standards, and drawings.
  • Ability to prepare and present complex reports.
  • Working level operation of City word processing, spreadsheet, or related software.
  • Communicate effectively verbally and in writing.
  • Establish and maintain effective working relationships.
  • Represent the City to the public and outside agencies.
  • Work safely on jobsites.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

  • Two (2) years post-secondary education related to planning, design, engineering, construction, project/asset management, or a related field.
  • Accredited courses in management and leadership studies, or related certification (1 year)
  • Current and valid Class 5 B.C. Driver's Licence.

Experience:

  • Five (5) years of progressive project management experience relevant to municipal capital projects, including supervision of staff.
  • or an equivalent combination of education and experience.

 

OTHER:

May be requested to substitute in a more senior position.
