In this dynamic leadership role, you’ll lead a small, dedicated team in delivering high-impact projects that support the City’s ambitious goal of cutting landfill waste by 50% by 2040. From strategic planning and policy development to community engagement and cross-departmental collaboration, you’ll be at the forefront of shaping a cleaner, more sustainable Victoria.

WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. 

 

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

 

POSITION FUNCTION

Coordinate and administer the planning, design and delivery of the solid waste reduction program and related projects and policies. 

 

KEY DUTIES

  • Coordinate, assign and review the work of approximately 3 staff involved in analysis, planning, design, project management, administration, and communication of the City’s solid waste reduction program;
  • Ensure schedules, procedures and established performance and safety standards are met;
  • Make recommendations on employee selection, promotion, discipline, and development; responsible for full supervision.
  • Develop plans and coordinate resources to meet the objectives of the solid waste reduction program.
  • Coordinate the research and development of solid waste reduction policies and initiatives.
  • Prepare project budget proposals.
  • Develop and administer routine and complex solid waste reduction projects.
  • Implement and administer bylaws and permit requirements to ensure regulatory compliance.
  • Monitor effectiveness of policies, programs, and services.
  • Work with Supply Management Services on project requisitions; prepare requests for proposals and related documents in accordance with purchasing policies and procedures, assess and make recommendations in the selection and termination of external consultants, contractors, and engineers; and, ensure project schedules.
  • Liaise with regional, provincial and federal government staff, experts, businesses, consultants and the general public on issues related to solid waste management.
  • Stay abreast of regional, provincial and federal policies, regulations, legislation, initiatives and funding opportunities that relate to environmental and solid waste management initiatives, including a keen interest and understanding of both international best practice and behavioural factors related to waste management.
  • Provide information to the public, businesses, industry associations and outside agencies on solid waste reduction program, project and policy rationale, requirements, progress and budgets; lead public open houses; respond to enquiries and complaints from the public and other departments regarding solid waste management projects, bylaws and services.
  • Liaise with and provide technical information and analysis to staff, consultants and outside agencies related to the solid waste reduction program.
  • Support in the preparation of reports and recommendations for Council, advisory committees and staff; and, represent the City and participate on various community and advisory committee meetings.
  • Provide advice and recommendations to Management on policies, initiatives, and programs to implement Council objectives.
  • Perform related duties where required.

  • Work is generated by departmental work programs, community issues, staff, requests from Council or the public.
  • Work is reviewed through discussions with supervisor and department meetings.
  • New initiatives, major projects and policies are discussed with Supervisor with recommendations.

KEY SKILLS AND ABILITIES

  • Organize and prioritize the work of a subsection.
  • Supervise a small staff.
  • Understand and apply the principles and methods of environmental and solid waste management.
  • Advanced level knowledge of current City word processing, spreadsheet and related specialty software.
  • Compose and present proposals and policies.
  • Facilitate public consultation meetings and workshops.
  • Select, administer, and monitor the operations and performance of contractors and consultants.
  • Monitor government waste management regulations, local bylaws, rules, and regulations governing environmental and solid waste management programs.
  • Deal effectively with the public and outside agencies.
  • Establish and maintain effective working relationships.
  • Represent the City to the public and outside agencies.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

  • University undergraduate degree in Engineering, Science, or related field. (4 years)
  • Accredited courses in leadership and management studies. (1 year)
  • Current and valid Class 5 B.C. Driver's Licence.

 

Experience:

  • 6 years of related experience including project management and supervisory experience
  • or an equivalent combination of education and experience.

 

OTHER:

May be requested to substitute in a more senior position.
