Are you passionate about shaping how people experience our street frontages and move through cities? We’re looking for a Transportation Technician to help us build a more connected, sustainable Victoria. 

 

In this role on our Transportation Team, you’ll play a key part in reviewing building permit applications to ensure they comply with related bylaws, standards, policies, and City planning documents.  You will have the opportunity to grow your expertise by supporting the review of   transportation aspects of development and building permits. 

 

You will be the go-to contact for outside agencies, consultants and internal teams for technical guidance on building permit applications and transportation and development issues.  You will also prepare concept plans for development frontage improvements, and collaborate with internal stakeholders on right of way changes, with a focus on integrating sustainable mobility into land use planning, street renewal, and curbside management.

WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. 

 

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

 

POSITION FUNCTION

Coordinate, implement, administer and evaluate programs and projects related to Transportation Planning and Engineering.

 

KEY DUTIES

Coordinate transportation planning and engineering initiatives, revitalisation and safety related; represent the department in an advisory, liaison and resources capacity to consultants, advisory groups, government agencies and community representatives, facilitate community meetings; prepare and present related transportation reports with recommendations to committee of the whole, advisory committees, community groups and outside agencies.

 

Review development applications for compliance with City bylaws and policies; review transportation statistics, development applications or city policy to determine design changes to streets and intersections; investigate traffic congestion problems and perform analysis of traffic flows using computer modelling software to optimize traffic signal timings; review requests for traffic signal installations; assist in determining departmental funding priorities and evaluating community safety issues; prepare budget submissions, concept plans and cost estimates.

 

Provide instruction and information to other staff as required.

 

Respond to enquiries and complaints from the public, outside agencies and other departments; liaise with and provide technical information and advice on transportation and development issues to staff, consultants and outside agencies regarding on-street regulations, bylaws, traffic movement, cycling, pedestrian flow, design requirements, parking and loading zones; conduct site inspections to review the work of city crews and contractors.

INDEPENDENCE

Work is generated by requests from the public and permit applications; special projects are assigned by supervisor.

Work is reviewed through meetings and reports to supervisor.

Issues involving policy and matters for council are discussed with supervisor.

 

WORKING CONDITIONS

KEY SKILLS AND ABILITIES

Understand and apply principles and methods related to Transportation Engineering Technology.

Compose and present technical reports.

Working level operation of current City of Victoria traffic system control and transportation engineering software.

Establish and maintain effective working relationships.

Organize and prioritize the work of a unit.

Communicate effectively verbally and in writing.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

Technical School Diploma in Transportation Technology. (3 year)

Current and valid Class 5 B.C. Driver's Licence

Experience:

2 years of related experience.

or an equivalent combination of education and experience.

 

OTHER:

May be requested to substitute in a more senior position.

May be requested to represent the City at meetings outside regular work hours.

Maintain an up to date knowledge of TAC policies and guidelines.
