 The City of Victoria is looking for an experienced Land Development Technologist to join our dedicated team.

 

In this role, you will be responsible for administering engineering reviews for building permits, utility construction permits, borehole permits, and driveway crossing permits, while working to deliver a high level of service to both internal and external stakeholders.

WORK FROM HOME

The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction. 

 

FLEX

The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.

 

POSITION FUNCTION

Coordinate and administer Engineering reviews with respect to Rezoning, Development Permit, Building Permit, and Heritage Alteration Permit applications. Review, coordinate, and approve Utility, and Driveway Permit applications. Inspect construction activities related to above noted permits.

 

KEY DUTIES

Coordinate the Engineering review of Rezoning, Development, Building and Heritage Alteration Permit applications. Working with other departments, provide comments and engineering recommendations as part of the planning process.  On behalf of Engineering, provide technical input on reports to Council. Prepare and implement Engineering Department components of Master Development Agreements.   

 

Analyze and review engineering designs and drawings to ensure compliance with city standards and specifications; provide technical advice and interpretation to applicants, contractors and professional consultants on design submissions and required changes; determine scope of required works, services, and engineering reviews for small- and large-scale civil construction projects; prepare cost estimates for municipal works and services associated with development.

 

Conduct construction site inspections to verify installation, restoration, and in-field design changes of city infrastructure is in compliance with Engineering standards, specifications and issued permits; coordinate restoration activities with Public Works or Parks Divisions; estimate damage deposits and new works and services for development of utility projects.

 

Establish technical conditions for legal construction agreements and related documents for works and services connected to development activity; conduct site meetings with staff, contractors and outside agencies; apply principles of Project Management to coordinate schedule of construction and delivery of City services.

 

Invoice utility for restoration charges and refund deposits; prepare cost breakdowns, review account codes and job costs; reconcile for additional development charges or refund.  

 

Respond to enquiries from developers, contractors, outside agencies, the general public and other departments regarding Engineering Department technical requirements, or any construction activity. Coordinate and schedule work of 1 employee; compose correspondence, provide technical support and recommendations for reports; maintain manual and computerized files such as permit applications, work orders, invoices.

 

Perform related duties where qualified.

 

INDEPENDENCE

Work is generated through permit applications or is assigned by supervisor.

Work is reviewed through reports to supervisor.

Issues such as major budget expenditures are discussed with supervisor.

 

WORKING CONDITIONS

KEY SKILLS AND ABILITIES

Organize and prioritize work.

Thorough understanding of the development servicing process and applicable procedures, standards and bylaws

Understand and apply the principles of civil engineering construction and design

Working level operation of current City word processing, spreadsheet and related specialty software.

Read and interpret engineering codes, standards and drawings.

Estimate cost of civil construction projects.

Prepare reports and correspondence and maintain accurate records.

Establish and maintain effective working relationships

Deal effectively with the public and outside agencies.

Work safely on job sites.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

Technical School Diploma in Civil/Structural Engineering Technology. (2 years)

Registration or ability to register as an Applied Science Technologist (A.Sc.T.) with the Applied Science Technologists and Technicians of BC (ASTTBC)

Current and valid Class 5 B.C. Driver's Licence.

Experience:

4 years of relevant experience.

or an equivalent combination of education and experience.

 

OTHER:

May be requested to substitute in a more senior position.
