The City of Victoria is seeking a motivated and detail-oriented Engineering Technician – Underground Design to support the planning and delivery of essential water, sewer, and stormwater systems across our city. As a member of our Underground Utilities team in our Engineering and Public Works Department, you will play a key role in producing design drawings and conducting investigations related to the maintenance, rehabilitation, replacement, or new construction of municipal water and wastewater infrastructure in the City of Victoria.
This is an exciting opportunity for an early-career civil technician looking to deepen their skills in infrastructure design, field investigations and drafting. In this role, you’ll work with experienced engineers and technologists on real-world projects and build the technical foundations to grow your municipal engineering knowledge and skills.

WORK FROM HOME
The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
FLEX
The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.
POSITION FUNCTION
Produce design drawings and perform investigation functions related to the maintenance, rehabilitation, replacement or new construction of municipal underground infrastructure.
KEY DUTIES
Design and produce drawings related to the municipal infrastructure using computer aided drafting; produce cost estimates; collect field data for the production of engineering drawings and plans using manual and electronic survey equipment; determine pipe grades and depths; review base plans by conducting field checks to ensure accuracy and completeness; maintain manual and computerized records and databases, files, plans, base maps, and systems models; assist in the production, and updating of related engineering drawings, maps, and statistical reports.
Collect water samples from various locations for laboratory analysis; collect data using instruments such as computerized flow recorders and rain gauges; calibrate and install instruments in various sanitary sewer, storm drain and water vaults; analyse data using computer software, published reports and other sources; review and assess video tapes of sewers and drains for repair or replacement requirements and quality control; operate a vehicle to transport equipment and materials.
Research, investigate and report on environmental violations such as outfall coliform source detection, sanitary sewer overflow or surcharge points and oil spill backtracking; perform field investigations regarding sewer odours, water leaks, flooding conditions, or harbour pollution.
Respond to enquiries and complaints from the public, other departments and staff by providing information on municipal services; update computerized files and records.
Perform related duties where qualified.
INDEPENDENCE
Work is performed according to annual construction schedule or assigned by supervisor.
Work is reviewed upon completion.
Issues such as schedule changes and final design are discussed with supervisor.

KEY SKILLS AND ABILITIES
Organize and prioritize work.
Understand and apply the principles and techniques of civil engineering planning design, estimating, project co-ordination and construction.
Working level operation of current City of Victoria CAD, system modelling and engineering software.
Read and interpret engineering drawings.
Use a variety of survey instruments.
Communicate effectively verbally and in writing.
QUALIFICATIONS
Formal Education, Training and Occupational Certification:
Technical School Diploma in Civil/Structural Engineering Technology. (2 years)
Current and valid Class 5 B.C. Driver's Licence.
Experience:
2 years of related experience.
or an equivalent combination of education and experience.
OTHER:
