The City of Victoria has launched an exciting digital transformation initiative to modernize and pivot to a cloud-based Software-as-a-Service (SaaS) delivery model for its enterprise business applications. As part of this transformative journey, we are looking for a Business Intelligence (BI) Developer to join our Information Technology Team.

 

Please note: this is not a DevOps Developer position and will not focus on automating and streamlining the software development process. Instead, our BI Developer plays a crucial role in leveraging data to create insights and drive informed decision-making across cross-functional departments.. POSITION FUNCTION

Reporting to the Information Manager, the Business Intelligence (BI) Developer is responsible for collaborating closely with project teams and business units to ensure the effective implementation of BI tools and processes that enhance and support sound enterprise data analytics and architecture. This role will involve data modeling, analysis, visualization, and will act as a corporate resource for the design and development of reporting to strengthen the city's operational efficiency and strategic planning initiatives.

 

KEY DUTIES:

  • Provide subject matter expertise and guidance in the development and maintenance of a corporate data framework and centre of excellence.
  • Provide advice, assistance, and guidance to City staff on data management best practices.
  • Design, develop and maintain data models to ensure data accuracy, consistency, and reliability for reporting and analysis purposes.
  • Design procedures and structures to effectively extract, transform, load, and clean data from diverse sources, ensuring data accuracy, integrity, and accessibility that meets established standards.
  • Adhere to data governance policies and security protocols, maintaining data privacy and compliance with established requirements.
  • Liaise with various City departments to translate their data requirements into actionable solutions that align with strategic goals.
  • Analyze extensive datasets to identify trends, patterns, and anomalies, providing valuable insights for decision-makers.
  • Generate and customize intuitive reports, dashboards, and visualizations tailored to specific business needs and objectives using business intelligence tools such as Power BI to facilitate data-driven decision-making.
  • Train and support business champions ensuring best practices are used and corporate standards are adhered to.
  • Conduct ad hoc analyses as needed to provide timely insights and support strategic initiatives.
  • Perform related duties where qualified.

 

INDEPENDENCE 

  • Work is performed according to established policies or procedures or is assigned by Supervisor.
  • Work is autonomously executed, incorporating independent decision-making, which is subject to review through discussions with the Supervisor.
  • Issues of significance, such as major system changes, expenditures and recourse/ policy matters are discussed with Supervisor with recommendations that reflect independent judgment.

 

WORKING CONDITIONS

Physical Effort:

  • Sit with arms unsupported while keyboarding (often).

Mental Effort:

  • Long periods of intense concentration while working with large volumes of data. (Often)
  • Meet multiple deadlines with conflicting priorities (often).

Visual/Auditory Effort:

  • Focus on a variety of source data and computer for long periods. (often)

Work Environment:

  • Office

 

KEY SKILLS AND ABILITIES

  • Proficiency in the use of business intelligence tools such as Power BI or Tableau and demonstrated ability to create compelling visualizations.
  • In-depth understanding of data management systems, online analytical processing (OLAP), and Extract, Transform, Load (ETL) frameworks.
  • Proficiency in SQL and other programming languages commonly used for data analysis, such as Python.
  • Strong analytical mindset with a passion for problem-solving and attention to detail.
  • Proven ability to take initiative, be innovative, and effectively communicate complex technical concepts to non-technical stakeholders.
  • Ability to establish and maintain effective working relationships.
  • Strong time management, prioritization, and organizational skills.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

  • Undergraduate degree in a relevant field such as Computer Science, Statistics, or Engineering.

 

Experience:

  • 5 years of related work experience or an equivalent combination of education and experience.
  • Experience with MS SQL Server and Azure SQL database operations and optimization.

 

OTHER:

May be requested to substitute in a more senior position.

 

Work schedule: Monday to Friday, (35 hour work week)

$58.40 per hour, Pay Grade 18 (under review)
