Business Solution Manager (Regular Full Time)

The City of Victoria is recruiting for a Business Solutions Manager who leads the Business Solutions Division within the IT Department. This position is responsible for the City’s Enterprise IT Project Portfolio Management, Business Applications Portfolio, Business Analysis and internal Application Development. This is a key position within the City with a strategic focus on workforce enablement and organizational efficiencies through effective use of Enterprise Business Applications.
Our ideal candidate has a passion for delivering public sector excellence by working collaboratively with City staff at all levels to support improved business processes in support of business change management. This is an exciting opportunity to work with the Chief Information Officer and IT Leadership Team to develop and deliver short and long-term strategic goals for application architecture vision, standards and best practices to support business users, department managers, business process owners, clients and other key stakeholders. The applicant will have experience in project management, business analysis and application development. Public sector experience is also an asset.
The IT Department is in the process of adopting DevOps as defined as the union of people, process, and products to enable continuous delivery of value to our end users and this position will play a pivotal role in that transformation.

Under the general direction of the Chief Information Officer, Information Technology, effectively manage activities related to the Business Solutions Division which has responsibility for the City’s Business Applications, Application Development and IT Project Portfolio Management. This position also participates in the department’s management team to support strategic and operational planning and reporting.
Establish short and long-term strategic plans with the emphasis on business application management, enterprise application architecture and project portfolio management. Research best practices and industry standards; assess future business solution and application architecture needs; develop business plans to provide modern technical solutions to meet the current and emerging organizational needs; coordinating the ongoing development and maintenance of business solutions; providing business solution advice and preparing reports and recommendations to senior management, Council and Standing Committees of Council.
Supervise and manage business solutions staff in the IT Business Solutions Division: establishing organizational structure for program delivery; selecting and training staff; managing employee conduct, performance and attendance; responding to grievances; overseeing safety program. Recommend and encourage professional development and training opportunities through programs, courses and conferences to keep Business Solutions abreast of technology changes and new innovations; developing capital and operating budgets to support Division activities and objectives.
Foster a positive departmental culture of continuous improvement, service orientation and process-based methodologies.
Representing the Information Technology Department, build strong working relationships through collaboration with City departments, other organizations, government agencies and the public including: responding to and advising department managers and Assistant Directors on business solution matters; liaising with other municipalities on best practices and developments; responding to requests and complaints from the public.
Develop policies and processes for the creation and evaluation of requests for business solutions and IT project and application portfolio management. Manage contractors; review and recommend options for business solutions and internal application development; participate in procurement of IT projects and business solution acquisitions. Ongoing management of the City's business solution portfolio, development of new business solutions, consolidation, replacement and retirement of business solutions.
Perform other related activities.
Bachelors Degree in Computer Science or related field.
PMP certification or equivalent experience and/or Change Management certification and/or DevOps experience, or equivalent experience.
3 - 5 years of progressively responsible supervisory experience in associated technical areas.
Have experience/knowledge in DevOps as defined as the union of people, process, and products to enable continuous delivery of value to our end users.
