The City of Victoria is recruiting for a Manager, Real Estate Initiatives. The position is best suited for a solutions-oriented professional with experience in managing complex land sales, acquisitions, and development opportunities as well as having a demonstrated history of excellence in customer service.  Our ideal candidate will have proven negotiation skills and a strong ability to develop relationships with key stakeholders.  This position requires someone with keen business acumen with strong interpersonal and communication skills to balance often competing needs.

Under the general direction of the Head of Strategic Real Estate and working closely with the Manager of Real Estate Operations, the position will effectively lead the acquisition, disposition and development of land and buildings in fulfillment of City Council’s strategic direction.


Based on the real estate priorities identified in strategic and capital plans set by Council, the individual will work with senior management to identify and prioritise land interests, acquisitions, dispositions and development opportunities. They will also pursue and evaluate land related opportunities to maximize benefits to the City with a special focus on the development of affordable housing. This individual will also be responsible for the development, negotiation and drafting of land related agreements, partnering agreements, etc., while working closely with the City Solicitor’s office and consultants.

The successful candidate will have well-developed government, non-profit and business acumen, in order to collaborate with provincial, federal, regional and local affordable housing providers. They will develop and maintain partnerships with non-profit societies, community groups, First Nations, and other levels of government such as BC Housing, CRHC and CMHC to create innovative and strategic opportunities for the development of housing. Additionally, the position will develop strategies for the provision of land and/or space for other civic amenities and greenspace in a built-out city.

A proven ability to understand and interpret land-use documents, regulations, legislation, municipal bylaws, federal and provincial guidelines and policies will ensure the Manager has the background to fill the mandate of the position.


Perform other related activities.




University degree in Urban Planning, Business, Public Administration, Urban Land Economics, Civil Engineering, Architecture, law or a related discipline and an MBA;

5-10 years’ experience in a professional and supervisory role in the real estate, property management, housing development in a government or non-profit environment, or an equivalent combination of education and experience;


Demonstrated ability in real estate development, financial management and pro forma devleopment, project delivery and team leadership in a commercial or government setting;


Well-developed business acumen and inter-personal skills, with the ability to build and maintain relationships, influence stakeholders and build consensus;


Experience in Affordable Housing development considered an asset
