Reporting to the Assistant Director, Development Services, the newly created Manager of Planning Regulatory Services will be instrumental in transforming out-dated planning regulations. They will lead the research and development of regulations, policies and processes designed to enhance the quality of Victoria’s urban environment while modernizing the regulatory framework to align with corporate goals related to environmental sustainability and economic development. The successful candidate will also manage day to day operations of zoning, development agreements and other key planning regulatory programs. These tasks all share a requirement for a highly integrated and cross-discipline communication style, using effective listening, stakeholder consensus-building and change-management skills.

Under the direction of the Assistant Director, Development Services, support the Sustainable Planning and Community Development Department’s annual strategic and operational plans by advancing regulatory improvements to update and streamline zoning and planning regulations and manage day to day operations of zoning, development agreement and sign programs. These tasks all share a requirement for a highly integrated and cross-discipline communication style, using effective listening, stakeholder consensus-building and change-management skills.
Manage services and programs within the Development Services Division including the operation of the service counter. Lead the research and development of regulations, policies and processes designed to enhance the quality of Victoria’s urban environment while modernizing the regulatory framework to align with corporate goals related to environmental sustainability and economic development. Assess the efficacy of proposed by-laws by conducting and analyzing supporting policy and regulatory research to formulate solutions and recommendations to Council including strategies for development and implementation. Manage the related zoning, development agreement and signage programs.
Facilitate the inclusion of stakeholder input to the development of planning regulations and represent planning regulatory issues to City departments, outside organizations, government agencies and the public in order to: resolve inconsistencies and discrepancies. Negotiate with building owners, consultants, contractors and developers of public and private developments regarding zoning, development agreement and sign related issues; where necessary coordinate enforcement action; respond to public service requests and complaints; and resolve interdepartmental issues.
Lead interdepartmental change management initiatives, including implementation and ongoing monitoring to ensure high quality efficient and accurate service delivery.
Provide professional advice, prepare reports with recommendations and make presentations to senior management and Council.
Manage approximately 5 to 10 staff with both technical and professional designations. Represent the Employer by recruiting, selecting, developing, mentoring and assessing staff. Define work assignments. Manage employee conduct, performance and attendance; respond to grievances; and create a safe positive work environment.
