    The City is recruiting for the position of Manager – Facility Development, a new role that will lead a professional staff team responsible for the planning and delivery of a wide range of facility projects.

     

    The ideal candidate will bring exceptional communication abilities, project management skills, innovative ideas and experience in a leadership role, to the Facilities team. This role is responsible for the planning and delivery of minor and major capital projects, long-term planning, stakeholder engagement, and oversight of effective practices.

    This role entails working in a collaborative, fast-paced environment, while providing leadership and guidance to a talented team responsible for managing investments in City-owned buildings that offer long-term value.

     

    Position Summary:

     

    The Manager of Facility Development works closely with colleagues across the organization, as well as external stakeholders, to effectively manage an existing portfolio of City-owned buildings (1.9 million square feet of floor space) and lead the investigation of new facility opportunities.

    The Manager reports directly to the Assistant Director of Facilities Management. The position oversees the work of the capital planning, facility design and construction team comprised of approximately 8 staff.

     

    Major Accountabilities:

    Strategic Planning

     

    • Develops and implements asset management plans that result in safe, high quality facilities and supporting infrastructure
    • Develops and implements capital development plans for new facilities
    • Develops short, medium and long-term strategies, including targets and measures for the division

     

    Leadership and Management

    • Oversee the planning and delivery of major and minor capital projects for the Facilities department, including the development of long-term facility investment plans
    • Provide leadership for project teams, and collaborate with colleagues and stakeholders to deliver high quality results
    • Provides subject matter expertise to the senior leadership team
    • Identifies solutions to barriers/issues/opportunities and develops strategies to optimize service delivery and resource utilization
    • Identifies risks and develops mitigation strategies
    • Achieves results and delivers on commitments in a pro-active manner
    • Lead by example, with openness to new ideas, and transparency in decision-making
    • Support staff within the division, through professional development, training, coaching, and performance management
    • Anticipates and analyzes trends, and investigates opportunities to improve quality and value
    • Facilitates an environment of collaboration, teamwork and innovation within the division
    • Provides leadership in the event of emergencies, or other special events as required
    • Provides effective oversight on work involving contractors and consultants, such as reviewing reports, administering contacts, performance, and deliverables
    • Demonstrates the highest standard of professionalism, work ethic and integrity

    Policies and Practices

    • Accountable for compliance with health and safety regulations and other relevant policies and legislative requirements
    • Develops and maintains policies and practices to support effective maintenance, repair and operational standards
    • Manages agreements with external agencies and organizations
    • Establishes/updates service standards, ensures quality and takes corrective action as necessary
    • Ensures compliance with project management standards and practices

    Financial Management

    • Prepares and manages capital and operating budgets
    • Monitors key performance indicators, and liaises with stakeholders
    • Manage project financials and other resource requirements

    Perform other related activities as required

     

    Qualifications:

     

    Post-secondary degree in Engineering, Construction Management, or Architecture; or an equivalent combination of education and experience.

     

    5-7 years of progressively responsible supervisory experience in a management capacity.
