Public Works Manager (Continuous)

Engineering and Public Works Department


Position Summary


Under the direction of the Assistant Director, Public Works, effectively manage the activities of the assigned Section(s) within Public Works in support of the Engineering and Public Works Department annual operational plans.


Major Accountabilities


Develop and manage the provision of Public Works services and programs including: developing and controlling budgets; monitoring and managing program expenditures; establishing section work priorities and providing direction; preparing and recommending operational policies; optimizing staffing levels and workforce plans; optimizing service delivery; coordinating delivery of capital projects and programs; contributing to the effective purchase and use of equipment, materials, and construction methods; setting and ensuring environmental operating standards; incorporating sound and sustainable operational practices in order to improve effectiveness; and, providing technical advice and preparing reports and recommendations to senior management and Council.


Direct and manage up to 70 supervisory personnel and reporting staff in the assigned Section(s), including: demonstrating exemplary leadership practices; ensuring effective staff communications; promoting and encouraging the highest quality outputs within a performance-driven work environment; evaluating and facilitating development of staff to meet organizational, individual and service delivery requirements; selecting and developing staff, managing employee conduct and attendance, and responding to grievances; and, overseeing departmental safety programs and departmental emergency programs.


Represent the assigned Public Works Section(s) across all City departments, with other organizations, municipalities, government agencies and the public, including: liaising with consultants on tenders and services, with suppliers on service and material purchases; the Downtown Victoria Business Association on joint projects and downtown issues; meeting with Union representatives on operating issues and to resolve disputes; and, responding to Council inquiries and public service requests and complaints.


Manage the delivery of operations, maintenance, construction and project activities, including: managing cost effective and sustainable delivery of services within time, cost and quality; determining the most appropriate method of construction, materials and sourcing; coordinating final completion of construction projects; leading section meetings and contributing to departmental meetings; negotiating resolutions to operating concerns; and, collaborative project management to assess progress and resolve project difficulties.


Perform other related activities as directed.






Bachelor’s degree or technical diploma in engineering, technical or trades related field including civil / mechanical technology, fleet administration, project management, business or management.

Diploma in Business or Public Administration supplemented with leadership courses.

Or equivalent related experience and education.

Municipal Operations and/or Public Works related management experience preferred.


8 years of progressively responsible supervisory experience in municipal engineering services.
