The City’s Underground Utilities Operations Group is responsible for the installation, rehabilitation, repair, inspection, and testing of water distribution, wastewater collection and

stormwater utilities.


Position Summary:

Reporting to the Assistant Director Public Works, effectively manage the activities of the

Waterworks and Underground Utilities Operations – sewers, storm water, and water,

construction, maintenance and related programs - in support of the Engineering Department

annual operational plans and capital projects.


Major Accountabilities:

Develop and manage the provision of the waterworks and underground utilities in regards to the

construction management, operation and maintenance of the infrastructure. Ensures

compliance with the municipal, regional, provincial and federal regulations; assists in the

development of policies, procedures and strategic direction; prepares operating and capital

budgets; ensures risk management and liability exposures are addressed and monitored;

prepares comprehensive business plans; provides technical advice on the waste water

collection system. Researches new methods and technologies for maximizing service delivery.

Supervise and manage 47 supervisory and construction staff of the Waterworks and

Underground Utilities Operations including: ensuring quality of work performed; selecting and

training staff; mediating conflicts; managing employee conduct, performance and attendance

issues; responding to employee grievances; overseeing safety program.


Represent the Waterworks and Underground Utilities Operations to City departments, other

organizations, government agencies and the public including: liaising with other sections,

customers, developers and contractors re scheduling of services; meeting with union

representatives re disputes and grievances; responding to public service requests and

complaints. Coordinates development and maintenance of benchmarking system to ensure

measurement of sectional service delivery.


Manage the delivery of water collection operations, construction and maintenance services

including: managing cost effective delivery of services within budgets; ensuring effective

planning, design, scheduling, and coordination of construction projects; approving invoices,

requisitions, material and equipment slips and timesheets; investigating claims and complaints;

responding to emergency call-outs during irregular hours.


Perform other related activities.



Diploma in Civil Engineering supplemented with management and leadership coursework.

Registration as an Applied Science Technologist (AScT) with ASTTBC.

8-10 years of progressively responsible supervisory experience in municipal engineering

construction and management.
