Planning Technician

Sustainable Planning and Community Development Department (Temporary – up to 18 months)

POSITION FUNCTION

Review a variety of permit applications to ensure compliance with planning regulations, procedures and zoning bylaws, produce computer generated maps, perform computer aided and manual drafting and maintain land use records.

 

KEY DUTIES

Review building permits and applications for completeness, accuracy and compliance with planning regulations, bylaws and procedural requirements; perform final site inspections and sign-off for final occupancy.

 

Design and produce detailed manual and computerized property location maps including address, land use and zoning for reports, hearings, meetings, legal advertising and land use studies, liaise with Engineering Department in the production of a digital mapping; maintain various atlases and zoning maps; operate plan reproduction and plotting equipment; produce presentation graphics and signs for public hearings.

 

Research and standardize property description and address data; maintain manual and computerized records on land use history, building demolition and new construction; assist with the preparation of area plans, in-house publications and computer mapping; conduct research and compile information related to planning issues as directed.

 

Respond to enquiries from the public, outside agencies and other departments by providing information related to zoning bylaws, planning regulations, land use, and legal address information; compose correspondence related to verification of zoning, and compliance with the zoning regulation bylaw; assign property addresses in response to departmental and outside agency requests; contact suppliers to order drafting supplies and materials.

 

Perform related duties where qualified.

 

INDEPENDENCE

Work is generated by applications or is assigned by supervisor and designated staff and reviewed upon completion.

Problems or deviations from established procedures are referred to supervisor.

 

WORKING CONDITIONS

Physical Effort:

Dexterity while performing manual and computer aided drafting. (frequent)

Meet multiple deadlines. (occasional)

Long periods of intense concentration while computer drafting. (frequent)

Visual/Auditory Effort:

Focus on detailed drawings, maps and computer for short periods. (frequent)

Work Environment:

Presence on construction sites. (rare)

KEY SKILLS AND ABILITIES

Organize and prioritize work.

Understand and apply planning regulations and procedures.

Understand and apply the techniques and calculations required for computer aided and manual drafting.

Understand and apply research and documentation techniques.

Working level operation of current City of Victoria drafting, mapping, database and desktop publishing software.

Read and interpret building and construction plans and drawings.

Maintain accurate records.

Communicate effectively verbally and in writing.

 

QUALIFICATIONS

Formal Education, Training and Occupational Certification:

Planning Technical School Diploma including courses in computer graphics and mapping technology. (2 years)

Current and valid Class 5 B.C. Driver’s License.

Experience:

2 years of related experience.

or an equivalent combination of education and experience.

 

OTHER:

May be requested to substitute in a more senior position.

 

Work schedule: Monday to Friday, 35 hours per week (Temporary – up to 18 months)

$35.15 per hour, Pay Grade 11
