Supervisor – Street Cleaning (Continuous)

Engineering and Public Works Department



Reporting to the Manager of Waste Management & Cleaning Services, the Supervisor of Street Cleaning will be responsible for the leadership, supervision and coordination of the operations of the Street Cleaning Section. This leadership position exemplifies the organization’s commitment to City services, community needs, and the commitment to resource management, staff well-being, project management, safety standards and regulatory compliance.



Plan, coordinate, assign and review the work of approximately 25 staff involved in street and public space cleaning services; ensure schedules, procedures and established performance and safety standards are met; responsible for full supervision. Supervise and provide direction, coaching, training and guidance to staff; plan, schedule, implement and coordinate annual projects/programs. Assist with winter snow and ice control programs. Assist with Special Events where required.


Plan and monitor the section's annual operational and maintenance programs; prepare budget proposals, authorize and monitor expenditures. Research new processes and equipment to improve operations. Make recommendations on types of equipment to be acquired, operational changes and related costs; compile monthly statistics; maintain a variety of manual and computerized records such as holiday time, sick leave and street sweeping routes.


Respond to requests for service from other sections; respond to enquiries and complaints from the public and other departments and compose related correspondence; conduct site inspections at various locations to review work progress, safety standards and requirements; ensure contractors and outside agencies adhere to street cleaning bylaws and regulations; bill for clean-up costs as required. Control the issuing and usage of cleaning materials. Collaborate in a team environment to deliver operational work programs and projects; liaise with and direct the work of staff or contractors on job sites.


Represent the division at committees such as park maintenance and various special events committees.


Perform related duties where qualified.



Work is generated by annual objectives and goals through reports to supervisor. Issues such as major expenditures are referred to supervisor for discussions or with recommendations.

Understand and apply the principles and methods of street cleaning services.

Working level operation of current City word processing, spreadsheet and related software including Tempest and asset management databases.

Maintain accurate records, prepare and monitor budgets using City software and management tools.

Supervise and direct a large section staff.

Establish and maintain effective working relationships.

Deal effectively with the public and outside agencies.

Supervise and monitor the section’s safety program.



Formal Education, Training and Occupational Certification:

High school graduation.

Certificate in management and leadership studies. (1 year)

Certified Public Works Supervisor Program. (70 hours)

Traffic Control Certification. (16 hours)

Current and valid Class 5 B.C. Driver's Licence.


5 years of related experience including supervisory experience.

or an equivalent combination of education and experience.



May be requested to substitute in a more senior position.



Work schedule: Monday – Friday, 40 hours per week

$42.75 per hour, Pay Grade 15 (Under Review)
