The City of Victoria is recruiting for the position of Manager – Climate Action, Sustainability and Assets, which includes leading the City’s programs in Climate Action & Sustainability, Asset Management and GIS Services.  Drawing on demonstrable experience and exceptional communication skills, the ideal candidate will bring fresh and innovative ideas, strong leadership and management skills to this position.  The City is looking for a natural team leader and change-agent, committed to building and fostering a cooperative, collaborative and professional culture in the workplace.  This individual will be able to manage complex projects, deliver to ambitious schedules, guide employees to strategic targets and provide creative solutions, using a proven track-record of delivering successful outcomes to difficult challenges.

Under the direction of both the Director and Assistant Director of Engineering and Public Works, the successful candidate will effectively manage the City of Victoria’s enterprise Asset Management and GIS services, and manage the coordination of the City’s Climate Action and environmental stewardship programs.  The individual will also manage multiple cross-departmental engineering support programs such as the development of management systems, strategic and long term planning, shared services, capacity building, and project management capabilities.  These tasks all share a requirement for a highly-integrated and cross-discipline communication’s style, using effective listening, stakeholder consensus-building and change-management skills, in order to meet operational and strategic targets.



You will manage services and programs including: the development and implementation of corporate-wide sustainability and environmental management programs, asset management systems; and corporate geographic information systems.  You will be responsible for developing related policy and procedural instructions; providing technical advice and preparing reports and recommendations for senior City managers and Council.


You will direct and manage approximately 10 staff, which includes technicians, specialists and project managers.  You will be responsible for mentoring, training, supervising, selecting and training staff; managing and administering their needs and their performance.


You will represent your section through inter-departmental liaison and with external organizations, government agencies and the public.  You will engage with relevant community and corporate stakeholders in the Capital Regional District and across other municipalities.


You will manage the delivery of environmental and sustainability program, plans and projects, and deliver engineering support services to include the coordination of surveys, inventory and maintenance of asset management data; collaborating with working committees and stakeholders; making recommendations and assisting in the implementation of significant changes to existing work practices and processes related to GIS and asset management; and performing other miscellaneous activities.



You will have a university degree in engineering, environmental, sustainability, science or equivalent, supplemented with management and leadership experience and coursework.


You will also have 8 years of progressive supervisory and management experience, working in a dynamic and collaborative environment, and driving change-management initiatives.  You will have experience working in a professional governmental institution (municipal preferred), and/or specific project management experience in engineering, assets or geography / environmental management systems.
